Emel Wadhwani
Emel Wadhwani is an Assistant Chief Counsel with the State Water Resources Control Board. In that capacity, she oversees the work of attorneys counseling the Governor-appointed regional water boards on permitting and enforcement actions to protect and restore the quality of water bodies throughout the state. Prior to assuming management responsibilities, Emel advised the water boards in their programs regulating agricultural return flows and municipal stormwater discharges. She also previously worked in private legal practice on land use and environmental matters. Emel holds a Master in Public Policy from the Harvard Kennedy School of Government and a Juris Doctor from Harvard Law School. Emel is a resident of Midtown where she is an officer of the Midtown Neighborhood Association. She also currently serves on the steering committee of Sacramento Metro Advocates for Rail and Transit. In her leisure time, Emel likes to spend time outdoors hiking, walking, and biking.
