Earl Withycombe
Earl Withycombe has worked as an air quality engineer since 1973. His career started as the manager of the smallest county air district in California at the time (Sierra County), next as the technical consultant to the rural air districts on the West slope of the Sierras, then as a consulting engineer performing technical analyses of industrial combustion and resource industries for Sierra Research, and finally as the fugitive dust technical lead for the California Air Resources Board. Earl has been a community volunteer and activist all of his adult life. This spirit of community service was capped by serving two terms on the Sierra County Board of Supervisors from 1979 to 1986. Earl has served on the Breathe California of Sacramento Region Board of Directors since 1992, the Board of Directors of the Environmental Council since 1991, and several other environmentally-oriented nonprofits during this period. He is currently providing pro bono air quality technical assistance to several Sacramento nonprofits engaged in environmental justice work, including United Latinos, Sacramento Area Congregations Together, and Green Tech Education and Employment Services.
